The EP College of Quaestors decided to launch the probe after over 700 copies of the book were put in post-boxes of parliamentarians without a permission from the administration, which is required for distributing any materials to EP members. The probe was launched at the request of Lithuanian MEP Antanas Guoga.
The English translation of controversial book Red Dalia by Lithuanian journalist Rūta Janutienė was distributed to all members of the EP. Organizers of the campaign remain unknown, while Janutienė maintains that the book was translated and printed without her knowledge or consent.
