Extraordinary parliament session ends one hour after beginning

The opposition, led by the conservative Homeland Union, initiated the plenary in order to launch impeachment procedures against MP Vytautas Gapšys, member of the ruling Labour Party.

Thirty-one MPs, mostly of the opposition Homeland Union and the Liberal Movement, voted in favour of the meeting’s agenda, while 21 MPs voted against and 44 abstained.

Without the approved agenda, the session ended one hour after it began.

“With your actions, you are breaking the basic constitutional principle that the Seimas opposition has some rights to make decisions and discuss issues, not just the ruling majority,” opposition leader Andrius Kubilius said.

In early February, the Court of Appeals acquitted Gapšys of fraud but upheld a guilty sentence for fraudulent bookkeeping. A conviction against a member of parliament can be a reason for impeachment. However, the Labour Party insists that Gapšys cannot be impeached because his offence was committed before he became an MP.
