The city of Klaipėda remained first in the municipalities’ ranking with the score of 81 points out of the total possible 100, the Lithuanian Free Market Institute (LLRI) said on Wednesday in a report on its Municipalities’ Index 2014.
The municipality of Vilnius City came in second with a score of 75 points and the municipality of Panevėžys city was third with 63.6 points.
“In line with previous years, this year’s index is topped by the city of Klaipėda. It remains number-one, although its general score would be a strong ‘B’ mark, hence there is still room for improvement,” Laurynas Rekašius, the manager of the study, said at a news conference on Wednesday.
Klaipėda and the district of Plungė were rated best for residents, Vilnius and the district of Kėdainiai, best for investors, Klaipėda and the district of Kretinga, best in terms of governance.
The municipalities’ index was first introduced in 2011.
The local authorities are assessed by the level of the freedom of choice they ensure for people, promotion of private initiatives, provision of favourable business environment, efficient use of resources and measures to ensure the transparency of their activities.
