Lithuania bars third-country consultants from elections

The respective amendments to a law on the funding of political parties were adopted with 93 votes in favor, none against and none abstentions.

Under the amendments, only citizens of EU, EEA and NATO countries and companies, organizations and their units registered in these states will be allowed to provide services to political parties, candidates and referendum initiators.

A company or organization registered in one of these countries will not be eligible if a shareholder or shareholders from a third-country hold one-fourth or more votes in it.

Justice Minister Elvinas Jankevičius, whose ministry tabled the amendments, has said the legislation is aimed at preventing the use of “black” technologies during elections.

The amendments also expanded the list of political campaign expenditure to include expenses for legal services and political campaign organizing, consulting and training services, and travel costs.
