The Ministry of Interior made the decision after hearing the advice of the Ministry of Transport and Communication. This advice concluded that the changes were not appropriate because the greatest danger on the road was caused by drivers who had intermediate or heavy intoxication levels.
The current Ministry of Interior administration follows the commendations of the European Commission, which suggests an allowable blood alcohol content of no more than 0.5 permille for drives and of no more than 0.2 permille for new drivers and container truck drivers.
