“Couples who live together but have not registered their marriage and do not have children might be discriminated against as they would not be able to enjoy protections guaranteed by constitutional articles (and other legislation),” the conclusions reads.
Lawmakers who proposed the amendments say that “by protecting family, the state must, first of all, protect the fundamental family structure” and this structure “is based on marriage and kinship or blood ties”.
The constitutional amendment were initiated in parliament after the Constitutional Court ruled in September 2011 that that “the constitutional concept of family may not be derived solely from the institution of marriage”.
