Lithuanian MP says referendum is needed to resolve dual citizenship issue

President Dalia Grybauskaitė has submitted amendments to the Law on Citizenship which would allow people with exceptional merits to the country to have dual citizenship. The amendments also provide for an opportunity to recover Lithuanian citizenship if it was annulled when a person became a citizen of another country. In this case a person would be allowed to retain dual citizenship.

“If these are exclusive and rare cases, then they will not violate the Constitution. However, if it becomes a common occurrence, then the Constitutional Court will proclaim that such provisions contravene the Constitution,” Paulauskas said.

The amendments do meet the provisions of the Constitution stating that dual citizenship may only be granted as a rare exception. In the past the Constitutional Court ruled that in order for dual citizenship to be applied widely, a referendum has to be called to amend the Constitution.
