No changes to Lithuania’s electoral system before 2016 general elections

“We unanimously agreed that the election system will not be changed in 2016, but we will revise the boundaries of constituencies following the Constitutional Court’s ruling,” said Graužinienė.

“We will talk about adopting the Seimas’ resolution or about signing an agreement between political parties if a consensus is reached,” the Seimas speaker added.

Graužinienė told reporters that amendments to the Law on Elections to the Seimas are expected to be adopted in November. A parliamentary committee is scheduled to complete considering the issue on 17 November, afterwards the law will be amended and it will be up to the Central Electoral Commission (VRK) to revise the boundaries of constituencies.

As reported, the Constitutional Court has pronounced that a provision of the Law on Elections to the Seimas contradicts the Constitution. The provision in question reads that “The number of voters in constituencies must be from 0.8 to 1.2 of the average number of voters in all single-member constituencies”. According to the court, the variation is too great and distorts the equality of votes.
