The two parties plan to have joint lists of candidates in 15 municipalities, EAPL leader Valdemar Tomaševski told a press conference on Thursday.
Tomaševski will also run for Vilnius mayor, and Russian Alliance leader Irina Rozova will vie for the position of mayor of the western port of Klaipėda.
The EAPL and Russian Alliance also formed a coalition before the general elections in 2012.
