President Grybauskaitė retracts call for new child welfare institution

“I have never said an additional institution as such. I said new functions of inspection. This function could be carried out by any institution already in existence,” Grybauskaitė said during her annual media conference on Thursday.

The president made the original proposal on Monday, following a meeting with politicians and NGOs which was called in the wake of a tragic domestic violence incident where a father allegedly killed his two small children.

Grybauskaitė then said that an institution could be set up to protect children’s rights in possibly abusive families. The proposal was later criticized by Prime Minister Algirdas Butkevičius and Parliament Speaker Loreta Graužinienė.

Grybauskaitė also said on Thursday that responsibility for failing to prevent the tragedy does not lie with any one institution.

“We can see that many people failed to do their job properly and then try to hide and save face. But it is a shared responsibility of a number of institutions, it’s a responsibility of everyone of us, including communities, neighbours, local leaders, and politicians,” President Grybauskaitė said, adding that she was planning to draft bills to help fight alcoholism.
