Voters will not be able to ‘move’ right before municipal elections

The head of state submitted amendments to Parliament reacting to a problem that had emerged during the latest municipal elections. Based on the Constitution and elucidations of the Constitutional Court, residents who permanently reside in municipalities can vote in municipal elections. However, it was noticed that in some areas people started declaring new places of residence en masse, this way it was sought to influence the outcome of the elections.

Legal amendments now stipulate that a person is regarded a permanent resident of a municipality if he declares the place of residence at least 90 days prior to the election day. If a place of residence was declared later than 90 days remaining to elections, then a person can vote in that municipality in which he had declared his place of residence earlier.
