Russia has increased the systematic use of soft power with the aim of creating a so-called “Russian World” next to its borders, he said.
“Russia is increasingly using the term ‘Russian World’ in implementation of its policy of expansion, which, with its aggression, endangers the principle of international laws and the independence of neighbouring nations which used to belong to the Russian Empire. We have to be able to recognize the goals of the implementation of Russian soft power and also the methods, so as to better combat factors menacing the independence of Estonia,” he said.
