200 bills for Seimas to consider in autumn session

Government plans to propose nearly 200 bills for parliamentary consideration during the upcoming autumn session which starts in three weeks.

However, this session will be interrupted by parliamentary elections which will seriously hinder the chances for the Seimas to discuss all the bills that the government plans to propose.

Some of the bills are very important, including next year’s draft budget, the new public procurement, concessions, strategic enterprise management, housing credit laws, the new National Security and the Energy Strategy.

During the cabinet meeting on Wednesday, Prime Minister Algirdas Butkevičius once again pointed out that the number of proposals coming from the government is too high, with 186 bills proposed for the autumn session in addition to several dozen accompanying bills.

During an ordinary spring or autumn session, the Seimas normally considers and adopts no more than 100-150 bills that the government proposes. But the prime minister pointed out that the coming session is politically extraordinary, because of the parliamentary elections that will take place in October.

The new Seimas will first have to tackle a considerable amount of procedural tasks: formation of the parliamentary leadership and the committees, the new government.

In addition to that, the new parliament will have to discuss and vote on next year‘s draft budget prepared by the current government.
