The man was held in the prison between January of 2014 and June of 2016 during the investigation and court hearings before being taken to penitentiary for the jail term.
A Vilnius court ruled that the prison failed to provide the detainee with the minimum 3.6 square meters of area required per inmate. Lipskij complained about three to four persons being locked up in a single cell, which was cold, damp, short of air and did not have enough room to move or exercise.
Lipskij’s claim was 70,000 euros.
The verdict is not final and can still be appealed to the Lithuanian Supreme Administrative Court.
