“Lithuania is initiating EU-level political discussions with the European Parliament, Europe’s political parties, ES member states, the European Commission and other EU institutions on a review of the 2014-2020 EU budget for up to 3 percent of the existing one-billion-euro EU budget to be allocated for a “Marshal Plan” for Ukraine, and this way a 30-billion-euro financial assistance instrument would be created for Ukraine,” the resolution says.
The document also proposes declaring the Donetsk People’s Republic and Luhansk People’s Republic terrorist organizations, as well as officially give Georgia, Moldova and Ukraine an EU membership perspective during the upcoming EU summit in Riga next year.
