The proposed legislation would also ban unauthorized drones from filming or photographing military areas.
The draft amendments, tabled by the Defense Ministry, on Tuesday passed the first reading in the Seimas and will now be discussed at parliamentary committees
The Defense Ministry says in an explanatory note that the amendments are aimed at filling in existing gaps in the legal regulation.
According to the ministry, surveillance and video recording of military facilities can be used by foreign intelligence services. Also, unmanned aerial vehicles can be used as weapons.
It says that the existing legislation is not sufficient to prevent this threat.
