After submission, 43 MPs voted in favour of the draft law, 2 MPs were against with 54 abstained. Therefore, the Seimas decided to return the draft law for improvement.

The proposed legal regulation stipulated that every gas user, who is receiving gas directly or indirectly from the natural gas transmission system located in the territory of Lithuania, would have to pay additional fees.

Under the suggested method of regulation, the fixed operational costs of the LNG terminal and the costs of the supply of the minimum required quantity from the LNG terminal would be shared by all users of natural gas in proportion to the benefit they receive.
