He previously had the chief specialist position at the border checkpoints department at the State Border Guard Service (VSAT) Border control organization board.
The special attaché for state border security issues will contribute to Lithuania’s foreign policy on state border protection, provide VSAT representation in EU institutions and will provide an organizational service, analytical and other assistance in connection with the EU on issues of the state border protection.
Liubenka will also coordinate the preparation work for the EU Council, the European Commission and other working groups and committees regarding the matters within the competence of VSAT, will provide assistance to VSAT in order to facilitate transposition of the newly adopted EU legislation on state border protection to the national law. He will also represent VSAT in the EU institutions and international organizations.
Liubenka has been appointed special sttaché of the state border protection to the Lithuania‘s Representation to the EU for a two year term.
