According to the communique, NATO jets were scrambled on July 21 to identify and accompany Russian transport warplanes An-26 and An-140 flying from mainland Russia to Kaliningrad above the Baltic Sea. The An-26 was flying without its onboard transponder on and had a pre-filed flight plan, while the An-140 had its transponder on and followed a flight plan.
The NATO air-policing mission in the Baltic states is conducted from Lithuania and Estonia.
