Edis Urbanavičius believes that, after revelations that the Russian government supported doping schemes, the IOC’s position facilitates abuse of the rules, he said in an interview to BNS.

“I don’t think this is the decision the majority expected,” he said.

Urbanavičius said the majority of the international sports community expected the entire Russian Olympic team to be banned from Rio, with an exception for clean athletes to take part under the Russian flag.

“I believe this would still allow athletes to compete, with a clear position that any scope of interference by the government in sports when there are forgeries and crimes will not be tolerated,” he said.
