Latvijas Tilti, Kauno Keliai, Legrana and Eltel Networks asked the court to cancel the tender due to its terms and conditions, which they described as illegal.
Meanwhile, the court also overturned the decision of the Court of Appeals suspending the tender.
However, this decision will only come into effect if it is not challenged in the court of higher instance or if it is approved by such court.
Neither of the companies, which challenged the validity of the tender issued by the administration of Vilnius local authority, took part in the tender.
In April, the Court of Appeals suspended the tender at the request of Latvijas Tilti and Kauno Keliai, which claimed that the terms and conditions of the tender restricted competition and were tailored to fit only several companies.
Rimvydas Gradauskas, president of the Lithuanian Roads Association, earlier told BNS that the suspension of the tender, which was challenged by non-bidders, was an example of unfair competition.
Giedrius Cvilikas, head of Kauno Tiltai (Kaunas Bridges) told BNS that the disputes in court would delay the completion of the project by at least one year, i.e., the bypass would only be completed in 2017, instead of late 2016.
Kauno Tiltai with partners have won the tender with a bid of 89.692 million euros.
