Lithuania changing defense system acquisitions scheme

“With the institution, the acquisitions agency, in place, we hope to consolidate at least 75 percent of all of the defense system acquisitions by Jan. 1 2018 and at least 95 percent of the procurement by Jan. 1 2019. this would ensure efficient planning, organization, systematized project management and envisage clear responsibilities,” Defense Minister Raimundas Karoblis said in the presentation of the bill at the parliament on Tuesday.

The Agency of Defense Resources should be set up by way of separate governmental resolution. It should be operational on Jan. 1 of 2018.

The institution would make redundant a few departments – the Capabilities and Munitions, Weaponry and Management Systems and Acquisitions. The Material Resources Department will be scrapped at the army.

The functions of the Capabilities and Munitions Department would be shifted to the army’s Joint Staff, which would be authorized to take care of planning procurement. The staff would be renamed into Defense Staff and authorized with more strategic planning powers.

Karoblis emphasized that the changes would guarantee transparent defense system acquisitions.
