On 7 February 2019, the Meeting of the Parties to the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) in Geneva definitively concluded that during the construction of the Astravyets Nuclear Power Plant (NPP) in the vicinity of the Lithuanian border and Vilnius, Lithuania’s capital city, Belarus had infringed three articles of the Convention thus failing to justify the selection of the construction site and consult with the countries that are most likely to be affected.
