Grybauskaitė underlined during the ceremony that generals have a special responsibility and duty to further strengthen the Lithuanian Armed Forces, her office said in a press release.
Vaiksnoras, 47, became the tenth general in the Lithuanian Armed Forces.
He started his military service in 1991 and has in the past served as the commander of the Mechanized Infantry Brigade Iron Wolf.
Vaiksnoras studied at the Military Academy of Lithuania, the Baltic Defense College and the US. Army War College.
