The third secretary of Russia‘s Consulate General, identified by his initials A. T., smelled of alcohol when his VW Jetta car with diplomatic number plates was stopped by police in Šiaulių Street.
The 32-year-old man refused a breathalyzer test by citing diplomatic immunity.
The car was driven back to the consulate by a member of the staff.
