The Law establishes eligibility for holding a family card, the rights and obligations of card holders and the competence of state and municipal authorities as well as public and private legal entities. The Law also provides for the funding of the Family Card Programme.
Each member of a large family or a family involved in care (nursing) of a family member with disability will be entitled to the family card.
The law defines a large family as consisting of parents or guardians (caregivers) raising and/or taking care of three or more children under 18; a married person residing with three or more children under 18 as a result of a court decision on legal separation; and a parent with three or more children under 18 years of age. The term also encompasses graduates of secondary schools from the day of graduation to the 1st of September of the same year, and unmarried children up to 24 years of age who are neither employed nor in gainful employment, who do not have their own children and who are learning under a school curriculum, or attend formal vocational training in order to gain their first qualification, or are enrolled in a higher education institution under a full-time study programme.
The family card means a document bearing the holder’s name and the card identification number, issued in accordance with the procedure laid down by the Minister of Social Security and Labour, or a mobile family card application on a smart device.
Family card holders are eligible for rebates, services and benefits for large families and families taking care of (nursing) persons with disability. Family card holders are also entitled to discounts on the purchase of goods and tickets to events.
The Government, or its authorised body, is in charge of approving the Family Card Programme, which establishes the objectives and tasks of the Programme, measures to ensure full-scale national circulation of the family card, and funding for the Programme.
The Family Card Programme will be financed from the state budget and municipal budgets.
