DELFI / Orestas Gurevičius

While Lithuania climbed from 44th place last year, low rankings for personal freedom (97th) and economic performance (64) and social capital (63) continued to be a drag on its performance.

Estonia was the highest-ranked Baltic country at 31st in the world with Latvian just one place ahead of Lithuania in 40th, and Poland just above in 39th place.

Norway was ranked as the most prosperous country in the world. The Legatum Institute compared countries using 89 measures which are grouped into eight broad categories: economy, entrepreneurship and opportunity, governance, education, healthcare, safety and security, personal freedom and social capital.

Lithuania was ranked highest for education (30th) and safety and security (30th). It was ranked in 45th for entrepreneurship and opportunity, 40th for governance, and 44th for healthcare.
