Eastern Partnership, Merkel said on Thursday, was “not an instrument” of EU enlargement policy, AFP reports.
Addressing the German parliament ahead of the Riga summit, which will bring together the 28 EU member states and six former Soviet countries, Merkel also said “we must not therefore arouse false expectations which we cannot later fulfil”.
